ESO CP Jump Points Explained
This quick elder scrolls online guide explains how jump points work for the champion point system. This topic tends to get over complicated by new players, when it really is relatively simple. Simply put, a Champion Point jump point is when you actually gain additional bonuses from your CP. For example, if you put 3 points into Arcanist, you gain 0.9% additional magicka recovery according to the tooltip, but in reality you are gaining nothing. The reason for this is that CP rounds down, so in this case it is rounding down to 0. Once you put 4 points in though, you are at 1.2% additional magicka recovery, but you actually are only gaining 1%. This is considered a jump point though because you did gain additional bonuses from that CP star.
If the max value of a star is a 15% bonus, these are the jump points:
0, 4 , 7, 11, 15, 19, 23, 27, 32, 37, 43, 49, 56, 64, 75, 100
If the max value of a star is a 25% bonus, these are the jump points:
0, 3, 5, 7, 9, 11, 13, 16, 18, 20, 23, 26, 28, 31, 34, 37, 40, 44, 48, 52, 56, 61, 66, 72, 81, 100

Do note that if a certain CP star is not on the following chart, that means it is not subject to jump points and will give you the exact tooltip value (with the exception of Befoul, but that’s in its own category with a max value of 55%):
